A payment provider outage is a failure at one of the companies between you and your bank — a gateway, a processor, an acquirer or a single method's operator — rather than at the casino itself. The site keeps working, the games keep running, and the cashier stops. What it looks like from the outside is indistinguishable from a problem with your own card. A deposit declines with a generic message, a second attempt declines too, and a method that worked yesterday is missing from the list.
