What is PAGCOR?

PAGCOR, the Philippine Amusement and Gaming Corporation, is the government-owned body that regulates and licenses gambling in the Philippines, including online operations historically marketed under the eGames banner. Established in 1976, it is among the oldest and most recognised gaming regulators in Asia and performs the dual role of operator and licensing authority, a structure that has drawn scrutiny but remains in place. For an operator, holding a valid PAGCOR licence is the legal basis for offering online gambling to players within its remit. The regulator publishes a list of licensed operators, which gives players a straightforward way to check whether a site is authorised rather than relying on the site's own claims.
