What it means in practice

A personal management licence is held by a person, not a company. Great Britain's regime is the clearest example: individuals occupying specified management roles at a licensed operator must each hold one, and the regulator can act against that licence separately from any action against the business. The roles it attaches to are the ones that decide how a gambling business actually behaves — overall strategy, financial control, marketing, information technology, regulatory compliance, and responsibility for anti-money-laundering and for keeping gambling fair and safe. The regulator vets each holder on competence and integrity, and the licence carries continuing obligations rather than being a one-off approval. The reason it exists is worth stating plainly. A company can absorb a fine as a cost, restructure, rebrand and continue. An individual cannot: a personal licence can be given conditions, suspended or revoked, and losing one removes that person from the industry's regulated roles. It converts a corporate failing into something with a name attached to it. For a player the relevance is indirect but real. A regime that licenses individuals as well as companies is one where a named compliance officer has a personal reason to escalate a problem rather than let it run, and where a regulator has an option short of shutting a business down. When comparing markets, whether personal licences exist is a reasonable proxy for how seriously the rules are meant to bite — and, like every other licensing fact, it is checkable on the regulator's own register rather than on the operator's site.

The same wording turns up in bonus terms, on payment pages and in game rules, and it is usually where a promotion’s real cost is hiding — so it is worth reading an operator’s own terms with this meaning in mind rather than the marketing above them.
