GlüStV (Germany) is the Glücksspielstaatsvertrag, or Interstate Treaty on Gambling, the framework agreed by Germany's sixteen federal states that took effect on 1 July 2021 and, for the first time, legalised licensed online slots and poker nationwide under strict player-protection limits. It replaced a fragmented, largely prohibitive regime with a single set of rules enforced by the Gemeinsame Glücksspielbehörde der Länder (GGL), the central regulator based in Halle. The treaty caps the risk in ways that reshape gameplay. Virtual slots carry a maximum stake of one euro per spin, each spin must last at least five seconds, autoplay is banned and there are no slot jackpots. A cross-operator deposit limit of 1,000 euros per calendar month applies to almost all players and is shared across every licensed site via a central file (LUGAS). Online poker is capped at four simultaneous tables, and live dealer casino games remain outside the licensed online offer in most states. Worked example: on a compliant German slot at one euro per spin with a five-second minimum, a player can wager at most 12 spins per minute, so 720 euros per hour of continuous play. Against the 1,000 euro monthly deposit cap, that theoretical ceiling is reached quickly, which is the point of the design. For affiliates and players, the practical takeaway is that German-licensed sites feel deliberately slower and lower-stakes than Malta- or Curaçao-licensed offshore brands.
