Founded in London in 2003, it operates as an accredited testing laboratory approved by several regulators, including the UK Gambling Commission, and awards its "Safe and Fair" seal to operators and game studios that pass its audits. Its core services fall into three areas: certifying RNGs and game outcomes as statistically random, verifying that published return-to-player (RTP) figures match actual play, and running an alternative dispute resolution (ADR) service for players who cannot resolve complaints directly with a licensed casino. Worked example: suppose a slot advertises a 96.5% theoretical RTP. eCOGRA testing samples millions of simulated and live rounds. If wagers total EUR 10,000,000 and returns come to EUR 9,640,000, the observed RTP is 96.4%, within an acceptable tolerance of the stated figure, so the game passes.
