A test house is an independent laboratory accredited by a gambling regulator to examine software before it is allowed into a market. It sits between the studio that wrote the game and the regulator that licenses it, and its report is what the regulator relies on rather than the studio's own word. The work is more specific than the phrase suggests. A laboratory tests the random number generator both statistically, across enormous sample sizes, and at source, reading the code that produces and seeds it. It confirms that the game's mathematics returns the figure the studio claims, so a title advertised at a given return has actually been shown to pay it over the long run. It verifies that the build deployed to operators is the build that was certified, which is a separate check and a real failure mode. And where the licence requires it, it audits the operator's own systems too. Certification is granted per market and per game version. That is why the same title can be approved in one jurisdiction and unavailable in another with no scandal behind it, and why a reissued or reconfigured version has to go back for testing rather than inheriting the old certificate. One limit is worth stating plainly, because it is widely misread. A test house certifies that a game behaves as specified. It does not certify that the specification is generous. A slot configured to return 88% and tested honestly is a certified 88% slot, and the certificate says nothing at all about whether the game is a good deal.
